제목 그대로 Radisson에 Government rate으로 숙박해도 50000 point 받을까요?

Yes government rates do qualify for points and would therefore qualify
for the promotion.

Room rates that are not eligible for Points include: reservations made
through third parties such as Expedia or Priceline and  tour operators
or online travel companies. Additional exclusions include use of
vouchers, gift certificates, or Club Carlson® point redemption stays;
rates for airline crew and employees; travel agency employees; and rates
for employees of participating hotels, including the Friends and Family
rates; or stays paid on a master/group bill or account.
