Who won’t get a check?
The main people excluded from receiving a payment are the wealthy, “nonresident aliens” (i.e., foreigners who do not hold a green card) and “dependents” who can be claimed on someone else’s tax return.
F1 visa는 "non-resident aliens"가 아닐까요?
이민법 기준이 아니라 Tax purposes 기준으로 Nonresident를 정할 테니까 쉽게 얘기해서 tax filing을 1040 form으로 하실 분들은 다 받는다고 봐야겠죠.
비자 유형 하고는 상관 없어 보입니다. F1 학생분들 중에서도 미국 거주한지 5년이 넘어서 1040 NR form이 아니라 1040 form으로 tax 보고 하실 분들은 받는 걸로 저는 이해했습니다. 이것은 2020년 기준이니 작년까지 1040 NR로 보고하셨어도 올해 1040으로 보고하시면 해당 하시는 분들은 내년 초에 2020년에 대해서 tax filing 하실 때 지금 못 받은 stimulus funds를 받으실 겁니다.
조심스럽게 말씀드리지만, 워싱턴 포스트에서 시민권자와 영주권자가 받게 될꺼라고 하네요.
제 기억에도 2008년에 1040 or 1040 NR에 상관없이 영주권자가 아니면 못 받지 않았나요? 물론, 더 많은 사람들에게 혜택이 돌아갔으면 좋겠다라고 저도 생각하고 있네요.
어제 밤에 읽었던 신문기사에도 비슷한 논조의 글이 있더라고요. 정작, 이 돈이 필요한 (텍스 보고는 했지만) 사람들이 사각지대에 놓여있어, 이 사람들도 돈을 받을수 있게 충분히 논의되어야한다, 하지만, 2008년에도 그랬듯이 이번에도 사각지대로 남을것 같다라고 하네요.
물론, 4월말이나 5월초 쯤 돈을 받을수 있다라고 하니, 그때쯤 확실히 알 수 있겠네요. 세금보고 할때 은행 디랙 디파짓을 해두었으면, 은행 어카운트로 돈을 넣어줄꺼라고 하네요. 아니면, 메일로 받을꺼구요.
혹시, 기대하지 않고 있다, 돈을 받게되면 (그 반대의 상황보다) 기쁨이 2배가 되지 않을까요?
계산기에 따르면 2019년 세금보고를 이미 한 사람은 2019년 기준으로 계산하는 군요.
(그런데 긍정의문문 끝에 yet이 붙어있으니 해석이 헷갈리네요 ㅎㅎ)

앗 그런가요? 저는 Any federal, state, local, or tribal cash benefit programs 요 항목이라고 생각했거든요. 일해서 번 돈에 붙은 텍스에서 리턴 받는거라 Cash benefit 이 아닌걸까요? 받을 수 있으면 정말 좋겠는데 비자 문제가 얽혀있다보니 조심스러워지네요.

질문에 "What was your adjusted gross income in 2019?"라고 나와있네요.
이런경우 다음달에 체크는 못받거나 적은액수를 받지만 내년에 하게될 2020년도 택스리턴때 2020년도 기준으로 재계산하게되는데 그때 나머지도 받으실수있습니다 (95%쯤확신합니다). 기준은 Adjusted gross income이고요.

Are the checks taxable? No, they are not taxable. The only catch is that technically a person’s 2020 income is what qualifies them for the payment. Since no one knows their total 2020 income yet, the government is using tax returns from 2019 and 2018 to figure out who qualifies for a check. It is possible that someone may have to pay back some of the money if his or her income this year turns out to be significantly more than it was in 2019 or 2018. That’s expected to be a relatively small share of people, and the money would not have to be paid back until April 15, 2021.
올해 2020년 소득을 내년 초에 보고할때 소득이 2018/2019보다 많이 늘어났으면 이 받은 돈의 일부 혹은 전부를 다시 환불해야 할수도 있네요.
상반되는 소스가 있는데, 2020년에 인컴이 줄어들어 현시점에 선지급 덜 받은 것을 2020년 택스리턴시 택스 크레딧으로 더 주지만,
반대의 경우에 Clawback을 하지는 않을것이라는데 개인적으로는 좀 더 무게를 둡니다.

2019년 화일링 하셨으면 2019년 기준, 안하셨으면 2018년 기준으로 지급하고,
2020년 화일링시 정산하는 방식 같습니다.
최종 정산이 2020년이라 먼저 받고 반납하는 사람도 있을 듯 하고, 못받고 나중에 받을 사람도 있을 수 있겠네요.
2020년에 세금 납부한것이 일정금액($2000인가 $2400이었던가) 이하면 받은 돈 중 일부를 토해내야하는것 맞나요?

감사합니다. 저는 2011년 F1로 들어와서 현재 OPT 비자로 일하면서NIW로 영주권 절차 진행 중에 있습니다. 근래에 발표된 영주권 관련 법안 중에 미국에서 구제 지원을 받을 경우 영주권 리젝을 받을 수 있다는 이야기를 들었는데 이 것도 그 지원에 속하는 것일까요? 향후 비자에 문제가 될 가능성이 있다면 자격조건이 되더라도 아쉽지만 신청하지 않은 편이 좋아보이네요...

이게 지금 재난 기본 소득으로 조건에 해당하는 사람에게 거기에 맞는 금액이 지급되고 끝인 건가요? (그냥 정부가 용돈을 주고 끝?)
아니면 텍스year 2020 텍스파일링을 하고 텍스리턴 받을 돈을 미리 2019년 소득에 근거해서 선지급하는 건가요? (리턴 받을 돈이 있다면)
