상당히 재미있는 내용을 포함하고 있습니다.
추월하지 않을때는 오른쪽 절반을 사용할 수 있고, 추월을 의도할 때는 클락션이나 짧은 상향등을 쓸 수 있군요.
오른쪽 절반은 견인하는 경우 사용하는 차선을 고려해본다면 반올림이 될 것 같기는 합니다.
그리고, normal speed 이야기만 나오는데 speed limit 이야기는 안나옵니다.
Normal speed는 speed limit을 넘을 수 없는 것이 상식이기는 한데, 약간의 과속이 자연스러운 지역에서는 normal speed에 대해서는 개인차가 있을 수 있을 것 같습니다.
다시 보니 Notwithstanding the prima facie speed limits 이야기가 나오는데요. prima facie speed는 speed limit이라고 생각하셔도 되겠습니다.
제한 속도에 상관없이 normal speed보다 낮으면 오른쪽 차선이나 오른편으로 붙어서 가야 된다고 나오네요.
1차선 도로에서도 오른쪽으로 바짝 붙어서 추월을 쉽게 해줄 의무가 있습니다.
그러면 CA에서 편도 2차선인 경우 대부분 과속을 하는데, 1차선에서 제한속도로 주행하다 잠시 일반적인 속도 아래로 (다른 링크를 보면 5mph 정도 마진은 있는 듯 합니다.) 내려가면 위반이 되고요.
편도 3차선일 경우는 1차선만 적용이 되고, 2차선은 문제없을 수도 있을 듯 한데,

편도 4차선이라면 1,2 차선 모두 적용이 되겠군요.
Vehicles must be driven in the right lane except when overtaking and passing another vehicle proceeding in the same direction; when making a lawful left turn; when the right half of the roadway is closed to traffic while under construction; upon a roadway restricted to one-way traffic; or when the roadway is not of sufficient width. Slower traffic must keep right. Notwithstanding the prima facie speed limits, any driver proceeding upon a highway at a speed less than the normal speed of traffic moving in the same direction at such time shall be driven in the right-hand lane for traffic, except when overtaking and passing another vehicle proceeding in the same direction or to turn left. Must use lane(s) designated by signs. If no designated lane, must use right-hand lane. May use second-to-right-hand lane if there are four or more lanes. To pass, must use designated lane, second-to-right lane, or right lane. Motor trucks; truck tractors with three or more axles; truck tractors trailing another vehicle.
The duty of slower traffic to travel in the right lane applies notwithstanding the prima facie speed limits. Except when passing on the right is permitted; the driver of an overtaken vehicle shall safely move to the right-hand side of the highway in favor of the overtaking vehicle after an audible signal or a momentary flash of headlights by the overtaking vehicle.
Cal. Vehicle Code § 21650
Upon all highways, a vehicle shall be driven upon the right half of the roadway, except as follows:
(a) When overtaking and passing another vehicle proceeding in the same direction under the rules governing that movement.
(b) When placing a vehicle in a lawful position for, and when the vehicle is lawfully making, a left turn.
(c) When the right half of a roadway is closed to traffic under construction or repair.
(d) Upon a roadway restricted to one-way traffic.
(e) When the roadway is not of sufficient width.
(f) When the vehicle is necessarily traveling so slowly as to impede the normal movement of traffic, that portion of the highway adjacent to the right edge of the roadway may be utilized temporarily when in a condition permitting safe operation.
(g) This section does not prohibit the operation of bicycles on any shoulder of a highway, on any sidewalk, on any bicycle path within a highway, or along any crosswalk or bicycle path crossing, where the operation is not otherwise prohibited by this code or local ordinance.
(h) This section does not prohibit the operation of a transit bus on the shoulder of a state highway in conjunction with the implementation of a program authorized pursuant to Section 148.1 of the Streets and Highways Code on state highways within the areas served by the transit services of the Monterey-Salinas Transit District or the Santa Cruz Metropolitan Transit District.

Cal. Vehicle Code § 21654 (a)
(a) Notwithstanding the prima facie speed limits, any vehicle proceeding upon a highway at a speed less than the normal speed of traffic moving in the same direction at such time shall be driven in the right-hand lane for traffic or as close as practicable to the right-hand edge or curb, except when overtaking and passing another vehicle proceeding in the same direction or when preparing for a left turn at an intersection or into a private road or driveway.
Cal. Vehicle Code § 21753
Except when passing on the right is permitted, the driver of an overtaken vehicle shall safely move to the right-hand side of the highway in favor of the overtaking vehicle after an audible signal or a momentary flash of headlights by the overtaking vehicle, and shall not increase the speed of his or her vehicle until completely passed by the overtaking vehicle. This section does not require the driver of an overtaken vehicle to drive on the shoulder of the highway in order to allow the overtaking vehicle to pass.

Cal. Vehicle Code § 21655
(a) Whenever the Department of Transportation or local authorities with respect to highways under their respective jurisdictions determines upon the basis of an engineering and traffic investigation that the designation of a specific lane or lanes for the travel of vehicles required to travel at reduced speeds would facilitate the safe and orderly movement of traffic, the department or local authority may designate a specific lane or lanes for the travel of vehicles which are subject to the provisions of Section 22406 and shall erect signs at reasonable intervals giving notice thereof.
(b) Any trailer bus, except as provided in Section 21655.5, and any vehicle subject to the provisions of Section 22406 shall be driven in the lane or lanes designated pursuant to subdivision (a) whenever signs have been erected giving notice of that designation. Except as otherwise provided in this subdivision, when a specific lane or lanes have not been so designated, any of those vehicles shall be driven in the right-hand lane for traffic or as close as practicable to the right edge or curb. If, however, a specific lane or lanes have not been designated on a divided highway having four or more clearly marked lanes for traffic in one direction, any of those vehicles may also be driven in the lane to the immediate left of that right-hand lane, unless otherwise prohibited under this code. When overtaking and passing another vehicle proceeding in the same direction, the driver shall use either the designated lane, the lane to the immediate left of the right-hand lane, or the right-hand lane for traffic as permitted under this code.
This subdivision does not apply to a driver who is preparing for a left- or right-hand turn or who is entering into or exiting from a highway or to a driver who must necessarily drive in a lane other than the right-hand lane to continue on his or her intended route.

여러분들이 지적해주신 것과 같이 이 동영상 자체는 과속을 하면서 촬영했기에 100% 교육적이다 볼 수는 없는데요.
그래도, 비켜줄 수 있으면 비켜주는 것이 서로 안전하게 만드는 길이라는 데는 다들 동의하시지 않겠나 생각됩니다.
불법, 에티켓, 안전 중에 안전에 좀 더 중점을 두시면 좋으실 것 같습니다.
제가 운전을 하면서 겪은 불편함도 다들 과속하는 상황에서 발생한 것은 아니고, 오르막길, 코너링 많은 길에서 추월도 안하면서
차선 막는 상황에서 발생한 경우라 해당하는 동영상이 발견되면 업데이트 하도록 하겠습니다.
조금 나은 동영상을 발견했는데요.
제가 평상시 자주 보고 답답한 장면들이 후반부에 많이 나옵니다.
초반부에는 상황이 좀 좋은 상황이고요.
가운데 차선 이야기는 안나오는 것 같은데요.
1차선 추월 차선을 어떻게 써야 하냐에 대해서 잘 이해하실 수 있으실 듯 합니다.
과속하는 상황에서는 과속 한다고 알려주고 있고요.
전체적인 흐름은 제한 속도와 비슷하거나 약간 낮은 상황이라고 설명하고 있습니다.
대부분의 운전자들이 적극적으로 피하지 않고 있고요.
그나마 나은 운전자들이 뒤에 따라붙으면 피해주는 것으로 보이네요.

두번째는 경찰관과 동승하면서 설명이 좀 나오고요.

비교적 잘 만들어진 동영상이 있어서 공유합니다.
편도 3차선 도로라고 해도 가운데 차선으로 정속 주행하면 안된다는 것이 핵심인데요.
차선 변경도 자주 해봐야 사각 지대 확인하는 법도 익숙해지고, 차의 핸들링 성능도 알게 되겠죠.
변경 속도를 점점 빠르게 해보면 차의 한계를 금방 느끼실 수 있거든요.
2차선 정속 주행까지는 피하기 힘드셔도 최소한 1차선에서 뒷차가 붙어 있다면 잠시 비켜주는 노력은 꼭 필요한 것 같습니다.
잠시 하위 차선 나갔다 돌아와도 시간 낭비 거의 없고요.
차선 변경 연습 한 번 하셨다고 생각하시면 좋으실 것 같습니다.
프리웨이 중간이 막히다가 그 구간만 통과하면 뻥뻥 뚫리는 경험들을 많이 해보셨을텐데, 정속 주행 차량들 때문입니다.
차선이 아무리 많아도 그 차선 숫자만큼의 차가 정속 주행을 하면 바로 바리케이드가 쳐지는 셈이 되거든요.
가장 하위 차선의 운전자를 제외하고는 잘못인 것이죠.
특히나 오르막 코너 구간에서 이런 경우가 비일비재합니다.
그로 인해서 오르막 같지도 않은 오르막만 나타나도 차가 막히죠.
여기는 한국에서 촬영된 동영상인데요.
미국과 크게 다르지는 않은 것 같습니다.
이 유투버 금아님이 전에 제주도에서 캐스퍼 운전자 동영상도 올려주셨는데, 신기하게도 두 번 다 경차 운전자가 모범 운전자네요.
제가 장거리 운전할 때는 새벽 운전을 즐기는데요.
그런 상황에서는 아주 이상적인 예들이 많이 발생합니다.
LA 같은 대도시도 새벽 2-3시 정도에는 시골에서나 볼만한 한적한 도로가 되거든요.
라이트닝님의 전반적인 의견은 이해가 되지만,
근본적으로 이 문제는 제한속도 보다 빨리 가려는 사람들을 위해 제한속도 또는 이하의 속도로 정속주행하는 사람들이 에티켓을 지켜줘야 한다고 자꾸 해석되서, 백프로 공감이 여전히 안됩니다.
영상에서 아우토반 처럼 빨리 갈 수 있는데 우리는 왜 못하냐라고 하는 주장은 그냥 아무런 논리도 없는 단순한 자기 생각 뿐이고요.
마지막에 새로 올라간 동영상 3개를 보시면 과속하지 않는 상황에서 일어나는 일들입니다.
과속을 하지 않더라도 충분히 발생할 수 있는 일이거든요.
저도 과속하는 차량을 위해서 모든 사람이 비켜줘야 하느냐는 개인이 결정할 일이라고 생각합니다.
어느 정도 과속이 관행이 된 주들도 많고요.
다들 빠른 속도로 달리고 있는데, 가운데 차선에서 상대적으로 느리지만 제한 속도로 가는 것이 과연 더 안전한가에 대해서는 생각해봐야죠.
하위 차선은 트레일러가 많아서 위험하다고 생각될 수 있지만, 트레일러들 차간 간격이 많이 넓고 트레일러도 과속을 많이 하기 때문에 별 차이가 없는 경우도 많거든요.
물론 결정은 개인별로 다를 수 있다고 생각합니다.
그리고, 에티켓도 개인별로 다를 수 있겠죠.

오늘 하이웨이에서 겪은 일입니다. 65mi/hr제한인 편도 3차선 highway에서 약 70mi/hr로 2차선에서 달리고 있었습니다. 우연히 룸미러를 보니 한 운전자가 미친듯 3차로에서 2차로로 "칼치기"를 하며 차선 변경, 다시 3차로로 변경하면서 그 차선에서 정속주행하고 있던 승용차를 들이받고 벽에 충돌하더군요. (제 차의 약 10m 후방에서 일어난 사고입니다.) 그 담에 따르던 유조차 모양의 트럭이 사고 현장을 멈추지 못하고 피해를 당한 승용차를 뒤에서 재차 추돌한 것을 보았습니다. 제한 속도내에서 주행하는 것도 중요하고, 3차로 정속주행이 에티켓에 맞는 행동일 수 있지만, 항상 트럭과는 안전거리를 유지하시는게 본인의 안전을 위해서 더욱 중요한 것 같습니다. "나는 3차로 주행하니 내 맘대로 천천히 갈 수 있어"라고 정속 주행하다가 뒤에 트럭이 바싹 따라오면 자칫 사소한 접촉사고에도 큰 피해를 입을 수 있거든요. (설상가상으로 앞에까지 트럭이나 대형차면 샌드위치 신세가 될 수도 있습니다. 제가 사는 지역만 그런지 트럭들 안전거리 절대 안 지킵니다.) 저도 연비운전 좋아해서 보통 3차로에서 ACC켜고 정속주행 하는데 이 사고 목격하고 나서 생각을 바꿨습니다. 30초에서 1분만 늦게 집에서 출발했어도 피해 당사자가 제가 될 수 있었다는 생각을 하니...ㅎㄷㄷ
뒷공간은 어떻게 할 수 없어도 앞공간은 충분히 띄우고 옆 차선의 차와의 간격도 적당히 유지하는 노력이 필요하겠죠.
이 사고는 3차로 정속 주행이 문제였다기 보다는 무리한 추월을 한 운전자가 문제인데요.
이런 상황이라면 어떤 차선에서도 안전하지는 않을 것 같습니다.
3차로에 있어서 불리했던 것은 트럭의 추돌 밖에 없네요.
그런데, 트럭도 3차선에만 있지는 않아서 답답할 노릇이죠.
편도 3차선 도로에서 1차선까지 들어와서 추월하는 트럭도 있더군요.
3차선에서 달리더라도 트럭보다는 빠르게 가는 것이 중요한 것 같기는 합니다.
트레일러들 보통 70mph로 다니는 경우가 많더라고요.
회사 소속 차들은 제한이 그정도로 걸려있다고 들었어요.
개인 소유 차량들은 속도가 더 나서 무법자가 되는 경우도 종종 봅니다.
캘리포니아에서는 편도 3차선 도로에서 트레일러들 1차선에 못들어오게 되어있습니다. 그리고 제한 속도도 55mph에요.
그러나, 현실에서는 이런 저런 일들이 많이 일어나죠.
저는 트럭과 같은 차선에 달릴 때는 100m 정도 거리까지 다가가다가 추월을 준비합니다.
지속적으로 같이 달리는 경우는 거의 없습니다.
잠시 연비 올렸다가 추월, 또 하위 차선 들어가서 트럭 100m 까지 접근했다가 다시 나가는거죠.
